The Rohan Citadel works as the central building of their base. It enables to recruit/revive heroes and to build and repair structures within the base. It also acts as a additional source of income, giving +5 ressources every few seconds. It is the most important of your structures.
Depending on the patch, an Outpost citadel can host units and heroes. Ranged units can keep shooting from within, but non-heroes die if the citadel falls before they are evacuated.
